The mob is pressured out of Chicago, and sets up its nationwide narcotics headquarters thirty miles away in Calum City by assassinating a reform candidate, buying the police department and installing its own men in the city government.

This leads to an incongruous situation when boss Guido Morelli has to pick up the phone to call his top henchman, the chief of police, “operator, get me the police department, quick!”

That’s where every financial record pertaining to the narcotics trade is kept, at the police department, in a supply room. It culminates in a shootout there, with the chief and his men (one of whom used to drive for Capone) and Guido, wielding a Tommy-gun.
